Bulletin No 52 novembre 2024 It is under this theme that a meeting was held in Brussels on Monday, December 2, organized by the Communist Party of Greece. Our party was represented there. This meeting, which brought together 18 communist and workers' parties, was introduced by an intervention by the Secretary General of the Central Committee of the Communist Party of Greece Dimitris Koutsoumbas .

Intervention of the Revolutionary Communist Party
Brussels December 2, 2024
When Lenin spoke out on the question of the United States of Europe, it was in 1915, in the midst of the First World Imperialist War, which saw France, England, Germany and their allies clash. This question was the subject of an important debate within the RSDLP [1] . Lenin's point of view can be summed up in the following sentence: " On today's economic basis, that is, under a capitalist regime, the United States of Europe would mean the organization of reaction in order to contain the more rapid development of America." In short, Lenin was placing himself on the terrain of the clashes within imperialism between its dominant part but where contradictory capitalist interests clashed: the countries of Europe, France, Great Britain, Germany and Russia and those emerging from the United States of America which would become dominant from the end of the First World War.
As for us, we have made our positions widely and clearly explicit during regional and national debates [2] on the question of imperialism today. We believe that imperialism is the form taken by globalized capitalism and if it meets the characteristics described by VI Lenin [3] , it now encompasses, after the disappearance of the USSR and the socialist countries, almost the entire planet with a significant shift in geo-strategic confrontations towards the Asia and Pacific zone [4] . The confrontations that are developing within imperialism are determined by the need for capitalist multinationals to control natural resources, communication routes and the workforce.
From this point of view, we must clearly denounce the so-called Anti-Imperialist Platform [5] . whose declarations, and especially the recent one from Dakar, pose a fundamental problem in that they reduce imperialism to the United States and its allies and vassals alone. Thus, imperialism, which according to Lenin is the development of monopoly capitalism, is treated simply as an aggressive foreign policy, ignoring its economic basis which is nevertheless its essence. Consequently, everything that does not belong to the imperialist category under the dominant control of the United States is called anti-imperialist, which is what the Democratic People's Republic of Korea, China and Russia have become, the first two being called socialist and Russia benefiting from a socialist heritage as if the economic basis of the Russian monopolies were genetically determined and the capitalist development of China transformed by the magic of words into socialism! Faced with what the Dakar Declaration calls the imperialist camp "in agony ", which recalls the old denomination made by the Chinese leadership about the USA of " paper tiger "; the declaration sees the formation of an anti-imperialist front... of capitalist powers! I quote: " The military and political power and the strategic and tactical cooperation between the socialist countries that are the DPRK and China, and a country with a socialist heritage, Russia, continue to increase. The "axis of resistance" led by Iran in West Asia, the anti-imperialist mass movements in Africa, Latin America and Asia, as well as the peace-loving peoples in the imperialist countries, all constitute important forces within the anti-imperialist camp."
The European Union was built by capitalists for capitalists, since its creation it intends to put the people under their domination. It gives itself the institutional, security and military means with NATO. We fight the capitalist EU and NATO. We want a free and fraternal cooperation of the peoples, respectful of their national choices, which implies first of all getting rid of capitalism. The employees, the popular classes note that their situation continues to deteriorate and that it is not the EU that will improve it. However, this observation does not mechanically lead to an awareness that it is the capitalist system that is at fault.
The law of capitalist Europe is the superexploitation of workers and peoples. It is participation in imperialist wars under the leadership of the United States in Ukraine and Palestine.
The law of capitalism: it is the search for the maximum rate of profit and the accumulation of capital through the exploitation of wage labor. The European Union acts for European capitalism for its " competitiveness ". Capitalism must today go further and further in exploitation and quickly. It must lower the price of labor power and impose austerity on the people.
The European Union is in competition with the entire capitalist world , to make profit rates rise again. It is a frantic race for profit for these multinationals to conquer markets.
This confirms that there can be no solution for the peoples in this capitalist Europe and that it must be clearly opposed. The only solution is the anti-capitalist struggle. It requires national communist parties and linked on a global scale that lead the class battle for the overthrow of capitalism and the construction of socialism. It is in this perspective of struggle that the Revolutionary Communist Party positions itself.
